Default Windows down with transmitter (yea, this thread again)

I know this is an on-going thread that comes up in here, but here's what is going on with mine....

Brief history:
Local dealer wants to charge $85 to activate it, they said to go to the dealer I bought it from and it will be free to activate it, I called them, they don't know how to....

The other day I was at yet another dealer's service dept. talking to the fleet advisor tech, (company I work for brings they're vehicles to him). He said it was ridiculous for that other dealer to want to charge me and he said to bring it to him and he'll try to get it done, but he hasn't heard of this feature.

I brought it in today and they spent about an hour looking through the service manual for it and trying different things. Still no luck, the manual says nothing about how to troubleshoot this issue or how to program it, (I looked through it to, say no info). He said to bring it back on Monday when I can leave it for a few hours and they will try to call some support line to find out how to activate it.

I know a few people here have brought ther'ye Stangs back and had the activation doen in about 15 minutes.... anyone know exactly what they did? Anyone here work for Ford, maybe can give some info I can take back with me?

I haven't been on the forum much the last month or so. Are you saying there is a activation that lets you run your windows down or up with the remote ??? I never heard of this. What button would you use??

I don't have the anti theft system. Only options above prem. GT, are minor trim up, not the big IUP, and wheel locks.

Thanks for the info !!
