I am no expert but it looks like you will need to supply the Intercooler, most of the piping, the Wastegate, BOV, electronics, boost controller (if applicable) etc. In other words, you are looking at a lot more $$/fabrication to complete the installation.

Actually you are pretty sharp on this one. I was going to wait to drop the bomb on this one to see what people on here initially thought but yeah this is a kit that is significantly incomplete, it's designed so people can fabricate their own kit from it with common circular piping and it gives you adapters from all the complex shaped ports on the engine to do the difficult work for you. Considering the turbos alone cost $1000 each it is a good deal, but it's not a free lunch.

There's a 55mm Garrett Turbo Kit on ebay for $1800 buy it now. Says the kit includes the turbo, intercooler, wastegate, guages, plus all the tubing and wiring.
