Lightbulb Headlight fogged up, is it raining inside?

Ok guys it rained really really bad here in Houston this past Friday and Saturday. I have aftermarket headlights and I had to drive through moderate rain during this weekend and only one of my headlights is sooooo fogged up that it looks its sweating… I will be taking my front bumper off this weekend to install a body kit, so how can i fix the fogging problem? Do i drill a small hole at the bottom, or do i let the water out and then seal around the edges with silicone?

I know when I had this issue with my old car with aftermarket taillights I drilled a small hole and drained the water at it never fogged up again. I did not seal or reseal any of the edges nor did I fill in the hole I drilled.

I really do not want to get a new set though, im thinking that drilling a small hole at the bottom might help, but im thinking it will get moisture in when it rains?

This is what the Owner's Guide has to say about the stock headlamps.

"Headlamp Condensation

The headlamps are vented to equalize pressure. When moist air enters the headlamp(s) through the vents, there is a possibility that condensation can occur. This condensation is normal and will clear within 45 minutes of headlamp operation."

It seems to me that if you seal the units tightly, then the air inside may expand when you use the headlamp(s) and go boom.
