wow thanks for all the help guys! i found the problem! Ok you know those little plastic "T" attatchments that hold your tags on your shirts and tags on dog toys. Well somehow one of those got stuck in there, and by using a little bit of oil and lots of jerking and wiggling my buckle came out and i was able to get the "T" with some needle nose pliers. Thanks again guys what a relief! Special thanks to 157db!

after seeing the title i was hopeing i wouldnt click on it and read "so im sitting in my car right now using my phone to get on mustang forums and cant get out of it because my seatbelt is stuck" lmao, i had problems with my seatbelt in my 97 but it never got stuck i just lost my rewinding action, and of course in that week with no seat belt i spin out on the highway into a guard rail but luckily lost most of my speed before hitting it, good luck with your seatbelt hopefully you dont have to pay the stealership to fix it
edit: you already fixed it congrats guess i should read the rest of the thread BEFORE i post instead of after haha
