The trans developed a harsh 1-2 shift and I lost 4th gear, the same day I had just paid to have a stock torque converter reinstalled...so adding insult to injury paying to have that done was pretty much a waste. I just had the transmission rebuilt a few months ago and have hardly driven it since then. So, it's pretty frustrating. But I just bought a replacement today lol. Got a great deal, couldn't pass it up.

As for your next mod, I would do gears. They made a huge difference for me. I still got pretty good mpg's even after the 4.10s, it wasn't until the cams and high stall that my fuel efficiency plummeted.

I get 24 mpg on the freeway with my 4.10s. I drove from Sacramento to LA also and got that mileage. Not sure what is wrong with your car but I would check the o2 sensors.

wow, that is pretty low man... I drive ~25 miles round trip to college and home a day (about half is crusing at >55 "highway") and i average 22-23 mpg through a whole tank. I even went to the drags and ran 4 times on this last tank and I still got 21 mpg. This is with axle-backs, CAI, and 93 Tune.

I would check the O2 sensors

and

I would see if the Tune for your LT's is accounting for the longer pulse time. If the tune still thinks your o2's are in a OEM location, it will be sending the wrong amount of fuel.

but yeah, with your mods you should be 25+ highway. Hell I'm pulling 14-15 with 100% city driving...but I drive mine hard

Anyway for the OP to tell if they are running to rich? Extra soot in the exhaust tips or something like that?
