35w HID Relay is Buzzing. Normal?

Most likely a cheaP hid BALLAST WITHOUT THE PROPER SHEILDING...

Try a ferrite core on the wires going to the
relay to squash any AC thats piggybacking
onto the DC wires into the relay. (Very unlikely).
Or get a quality 30/40 BOSCH relay and forgetaboutit...
A diode across the coil is always good for buzzing
and PIV damage prevention to the SJB...
As would a 2200MFD 25V electrolitic capacitor for 'smoothing the ripple'.
You are totally off with the AC thing, its because the low beam headlight circuit is pusled (PWM). Cheap relays will chatter not taking into account some vehicles are pulsed these days to extend filament lifespans. Chatter are the contacts slapping together rapidly, which means your ballasts are working overtime and that relay will eventually go sooner than it needs to.
A good relay will induce enough field to hold the contact around 9v, the lower end of apparent voltage for pulsed systems.

Got a chattering relay, put a cap across the positive low beam and negative, generally for all vehicles like this a 4700uF or greater cap will discharge over the trough to keep the relay coil energized and contacts closed.

That's what my relay was doing. It was more of a chatter than a buzzing. Since I relocated the relay it hasn't chattered.
