You don't remove the paint completely. or you can, get it down to the primer. But sanding it down will be enough to repaint it your color.

oNLY REMOVE IT IS IT IS NOT PROPERLY ADHERED TO THE BUMPER.
fRICKEN CAPS LOCK...

pAINT CAN GO OVER PAINT AS LONG AS ITS COMPATABLE and it
has the proper flex additives....

Sand her smooth and dont worry about removing properly adhered paint.
Is this FACTORY APPLIED paint or a body shop job?

Just knock off the shine with some 320 grit.

Dude you dont need to complety remove the red paint from the bumper. you will probley do more damage to it trying to do that. all you need to do is sand it down real good and then get it repainted.

Hey Thanx for all your help guys..good to know I don't need to take off all the red paint. The paint is not factory applied, it is from a body shop, but it is adhered on the bumper well, looks to me they did a good job with it.
