why does everything have to revolve around track time slips?
Because it's the easiest sort of head to head competition to measure (you generally know just visually who won), and since the few measurements made are taken at standardized intervals (60', 1/8, 1/4) it's easy to make reasonable comparisons to what others elsewhere have been able to do.
