Dropping RPM during shift

No chip. You reflash the ECM via the OBD II diagnostics port using a tuner. No disassembly or new parts required. Just a handheld tuner.
Momentarily raising the rpms on upshift with a MT has been an emissions tweak for several years (I think what they're specifically working to eliminate is lean misfire on a suddenly closed throttle, which spikes the HC). You notice it more in some cars more than in others, and they don't have to be drive-by-wire. I've always noticed this happening in our '01 Maxima.

You obviously need to learn about the S197. CAI & tune combos are common power adders, in the realm of 20-25 RWHP, and the best bang-for-the-buck short of going FI plus they vastly improve driveability, especially on automatics. Use the search feature to learn more.
