If you mean clear coat, yes all the new paint has clear coat over top of it.
I choose not have my bumpers cleared for cheaper, easier repairs to the paint. The paint I choose was the type that had clear built into paint, so it really wasn't necessary. But when looking at the hood, roof and rear deck, it looks really nice when it's all one seemless surface. I can't tell on the bumper until you reach down and touch it.
The blue I put on is the same color as the 03'04' Cobra, "sonic blue". Only mine has a little bit of metallic/pearl in it. It looks black or dark purple in darkness.
Looks good. I actually was toying with the idea of the Shinoda stripes as well minus the over the top roof and trunk stripping several months ago but just hadn't gotten around to it. now I least have a better idea how it will look.
