Anything but the side-scoops. Hey, it's just my opinion.
But, of the things you listed, I'd hold out for the chin-spoiler. It'll be the most noticeable of all the styling mods you mentioned. And that's kind of the point when it comes to styling mods... to get noticed... ain't it?
*As for the tinted lights... go to autozone and buy a roll of film. It'll cost you about $12 to do all of them. Some people just LOVE to overspend for pre-cut stuff. My money is on you being able to handle a razor blade well.

The side scoops and Hood scoops look very out of place on the 05-09 models. I prefer those to have the "clean shaven" look. The hood scoops and side scoops only work with the 99-04 style for some reason. When Ford put the fake hood scoops on the 08-09's, I was like "blah"
I'd go with the tint or sequentials. Sequentials are cheap, easy to do, and probably one of the most noticeable mods. I put some on mine about 3 weeks ago and ever since I did, it seems that people respond more to them on than when it was normal. (ie, people let me over more often now than they did).

If you decide to purchase and cut your own tint, each tail light is cut into 3 separate sections and applied on separately.

Tinted my headlight covers a year ago myself with store-bought tint. No bubbles... no fading or peeling. I think I used about $3.00 worth of tint.
I know, I know, I'm cheap... but I try to get the best look for as little as possible since I can't throw around money like a lot of you. But look at my sig, it ain't half-bad for a DIY job.

If you are not interested in tinting, you can also get them smoke painted. You can check w/ local auto body shops for prices. Keep in mind, it will be more expensive than tint over lays. A couple of guys in our Mustang club had them painted and they look really good! You can also purchase tail light covers on AM, however they are real dark, which is why I decided to get the smoke tint. I live and work near a college and the cops are all over my area!

The side scoops and hood scoop do not look "out of place" at all on the 05-09 models...and the reason you believe they "only work" on the 99-04 models is because that's the model you own tightdogal, not for "some reason" you can't think of.The 05-09 model went back to the body style of the late 60's Mustang, which first introduced side scoops and hood scoops to the Mustang, so I guess they didn't "work" back then on those cars either?
