Everyone clearly has a wrong impression of Dubai. It's not a place where you can get away with stuff on your car! On the contrary, it's quite the Nanny State where you can only get away with car mods if you're a local (emirati) which I sadly am not. They've gotten away with cattle prodding farmers so they can much get away with anything :P

You can't get citizenship..that's the messed up part. You will always be an expatriate who can be booted out of the country anytime at their will. The only way you can be a local citizen is if an expat woman marries an Emirati man.
