It definitely changes the "image" (and I'm trying as hard as I can to ignore the effect of the exposure differences in the two pictures). "Closer to monochromatic but when every "hole" is completely black it's a little too dark" is the best short description for the overall "look" that I can come up with offhand. Your black on white license plate will unavoidably brighten the front up some.
Separate from the above, as far as darkness with respect to light transmission goes . . .
If you do this, at least source some bulbs that give you the "lost" 15% back. I know there was a discussion a while back where somebody did the headlight darkening thing and found out the hard way that he'd sacrificed too much light in getting his "look" and was actively looking for brighter bulbs. Consider what roadway illumination exists in the places that you drive in or to at night, and your typical night time driving speed (I'm not at all familiar with conditions in your area).

Norm has a very good point regarding light emission (spoken like the good engineers we are). 15% may not sound like a lot but you'd be surprised what people spend to PICK UP about 15% more useable light.
Too many folks jump into a mod without considering all of the impacts. Of course, if you're more concerned about looks than safety, then by all means. I'm not a fan of the black-out look but on your car I DO like it.
