Possible causes for low MPG?

I have the V6 PP. Manual and 3.31 gears. Mine is lowered, I don't know if that means anything.
Here's what I have recorded so far:
1 - ~15 (dealer tank - cluster readout)
2 - 17.7
3 - 18.2
4 - 18.0
5 - 17.9
Others with the 3.31 gear ratio say they get 20-22 in city, 26-28 mixed driving, and 30+ freeway.
I drove around on the 5th tank mostly in 6th gear around 1000-1200 RPM. I thought that would increase my MPG, but I guess not. There's a reasonable amount of stop and go, but nothing like bumper to bumper or heavy traffic.
I'm not too happy because I would have just bought a damn 5.0. Sure, there were other factors that contributed to me buying a V6, but gas was a major role. I was expecting to drive around 250 miles per week, but I've managed to keep my old car as a daily and for work, so now I have only 1200 miles after almost 3 months.
I guess I want to see a significantly higher MPG (at least 20 in city) to help me justify choosing this V6 over a GT and to ease my regret.

Well, if your #'s are accurate then you're off your mark by 2.0-2.3 MPG. For winter driving, that may not be that bad.
Have you checked the usual things? Are your tires at 30 PSI or more (checked recently in the current cold temps)? If you last checked them during 80 degree temps and they were, say, 30 PSI, at 20 degrees they'll be at about 24 PSI.

For what it's worth, I've noticed quite a significant drop in MPG since I put my snow tires on. I'm not certain that it's just due to the tires (I am due for a fuel filter change among other things), but it seems like I've dropped 2-4 MPG for the last few fill-ups.

i have 2.73s which are supposed to get better fuel econ and do around 20 city 24 mixed and 29 highway
do you kno what kind of gas your station uses? E10/winter blend etc
also with 3.31s i dont think youre gonna get 30 unless your cruising at like 55mph

I get my gas from the same Shell station everytime. I don't know the spec of the gas.
While I understand that my 3.31 will reduce MPG, some 5.0 owners with stock 3.55 gears still report higher city MPG. That's the real kick in the nuts.

I would keep tracking and make sure you hand calculate.
I didn't buy this car for MPG, I would of kept my toyota corolla for that. I did come to terms with what MPG being lower than a bunch of people on here, it's not going to change.

1200 miles in 3 months? How many miles are you driving at a time? I've noticed in all my cars that if I take a bunch of short trips (like 5 miles or less), as opposed to a few longer trips (20 miles or more), the fuel economy goes down drastically through the course of a single tank, regardless of whether I'm driving around town or on the highway. I usually attribute this to the car using more fuel while warming up than when it's fully warmed up and operating in closed loop. I would fill her up, go on a long trip using a majority of the fuel in the tank and fill her up again. Divide the miles driven by the gallons added to the tank. Don't go by the onboard MPG computer. Mine almost always estimates 2-3 fewer MPG than I'm actually getting. With 2.73's I'm seeing 18-19 around town (Driving like I stole it) and 27-28 on the highway, going 70 in 6th with few downshifts.
