Default AR Rogue Blk/painted Wheel Restoration

Good day

Just acquired a 2007 Black Mustang with 'Medallion' trim package which included 20" Amer Racing Rogue black and chrome(?) wheels. There are significant deposits on the 'bright' surfaces. I've tried to determine, without success, whether this is chrome on alloy, simply polished alloy or clear-coated. Before attempting to polish these surfaces I need to know what I'm working on. I'd appreciate information on what I've got and how to bring them back to original brightness.

PICS!?!?! I think it's black paint with a machined aluminum lip, in which case the whole wheel is probably clear coated. Some body shop guys I know tell me that they use "plastic polish" on coated wheels.
