Do ball joints and bump steer at the same time. They're designed to work together. They're not as dramatic as shocks and struts but they do clean up some rough edges that come with a lowered car.

Bump Steer is when your wheels guide themselves without touching the steering wheel. The unwanted steering is caused by bumps or grooves in the road interacting with improper length or angle of your suspension and steering linkages.

Imagine going over a bump and your car goes to the right. You don't intend for it to do so but it does because of the above.
