Couldn't hurt to replace your fuel filter if you haven't recently, also you could think about new plugs as well. Neither of these is likely your miracle, but both should help and not hurt.
If the fuel in Indiana didn't contain ethanol, and the fuel in Maryland does, that would explain the decrease in mpg. I don't know if winter blend decreases mpg 20-25%.
...10 miles is barely enough time to get the car warmed up, and until the car is warmed up, the fuel maps are extra rich for safety. In short, the car pumps more fuel until the car is warmed up.

You may want to pickup a cheep bluetooth OBD2 reader on ebay for like $15. With it, you can monitor several engine parameters and gain more insight into this. I would start by looking at your fuel trims at cruise speeds.

Ya, I am a major city guy either. As stated above I grew up in the corn fields of Indiana. But my job took me here. We will se how life goes, but I basically live in the middle between DC and Baltimore. haha
The engine is up to temp about half way through the trip. But I understand the point of not warming up. But would the car really used 4-6 miles per gallon worth of gas because of this?

Some are saying that they are getting 28 or so on the highway. I know I won't get near that but since I have never had that, I suppose I could have had a "issue" since the beginning and did not know it. How much does check up and new O2 censors cost?

The unit plugs into your OBD2 port under the steering wheel. They are super cheap, like only $5. You can use it for many types of diagnostics, including the the MPG analysis. You link the unit to your smart phone (android or iOS) and install an OBD2 analysis tool like Torque. Once you are hooked up, you can monitor engine parameters like long term and short term fuel trims. Both of these parameters should be within +/- 10%. This is basically a % deviation of fuel being added or removed across a specific RPM range. If you see your LTFT are heavy positive, the vehicle is throwing more fuel into the engine. You can also check for any trouble codes, as well as monitor real time fuel consumption.
