I know you want that 300 rwhp number, but with those mods and that 4.6L motor, I don't think you'll hit it. Stock, those cars consistently hit 250 at the MOST. Your X-Pipe and exhaust set-up will maybe get you 10 wheel horsepower, and the CAI and Tune will get you another 20 rear wheel horsepower. You'll still be a good 20 hp short of your goal. I hear you on the budget concerns, but if you put a set of long tube headers on the car with the rest of your mods, you'll surpass 300hp. Headers are an expensive option though...you'll pay several hundred dollars for the install!

4.10's, cai, tune, DR's and if your willing to do 4k clutch dumps maybe you could hit it in very good air. The DA will be everything. Otherwise some longtubes would get you there. Hope your clutch is ready for the beat down. Lol
LCAs are lower control arms. If your getting wheel hop and you probably will dumping that clutch you would need to upgrade. Easy mod to do.

The average 4.6L S197 will have a tough time getting up to 300 RWHP with CAI & tune plus OR-X but you'll likely be within 5-10 RWHP. UDP's and an aluminum DS would likely be enough to just get you there and maybe a tad more to spare. But if you can afford it, cams and LT's will put you in the 305-315 range along with the CAI & tune.
