Default RPMs not dropping during shifts/ netural coasting

When I am driving, the RPMs are not dropping in between shifts. When I push the clutch in, the RPMs seem to hang around 2500-3000 RPM in between shifts. If I am coming to a stop, and I coast, they don't drop down to idle until come to a full stop. The car is new to me, but not my first 05-09 GT. This car does have a GT500 TB and a TB Spacer (Though not the spacer designed for the GT500 TB). I have no idea if the car is tuned. Would a tune cause this, or is this normal, I cant remember from my old one if it did the same thing. Any suggestions would be appreciated.

I have already tried cleaning the TB, with minimal improvement.

Sounds like a problem the TB would have. If it were my car, I would take off your intake tube and have someone work the pedal so you can see if a butterfly is getting stuck or something, although that usually throws a code. Otherwise, ask a friend if you can try their stock TB on your car so you can see if that's the problem. If it's not tuned, it definitely won't behave right.

Does not sound normal at all, I would follow the advice given above.

After cleaning the TPS with compressed air, disconnecting the battery, and doing a throttle relearn, the issue has resolved itself, hopefuly it says that way. If it comes back I will try a stock TB.

Good to hear, maybe the TPS needed to do the relearn procedure or something. Did you have a little dirt on your butterlies?

My car has always done that with two different TBs.... Once I come to a stop it goes down, it has something to do with the car keeping RPMS up for downshifting/shifting in general.

While you're removing/re-installing the TB, trash the spacer. It'll make a good xmas tree ornament and will prevent you from being poked fun of any farther.

I thought about doing this, but because the holes from the GT500 TB to the GT intake do not line up, I was under the impression that the spacer (adapter) was necessary. If not, then it will be coming off immediately.

For all its worth, I almost wish it was just a stock TB and not the larger GT500 one.
