To my understanding it can give them more power, or at least a clearer signal which helps them sound better. the amp should add a percentage of power to whatever is input into it, so if .1 amp goes in normally and 1 amp comes out and the new stereo outputs .5 amps then in theory 5 amps should come out. I may mean volts instead of amps... but I don't remember that much about electronics.
aftermarket and OE head units all choose from the same library 4 channel BTL power amp ICs. crack open any of them and you're likely to find something like the NXP TDA85xx, or the ST TDA756x, or equivalent parts from Toshiba. They cost about $4 each in quantity, they all put out about 16 watts RMS x4 clean into 4 ohms with a 12 volt power supply.
and never mind the fact that he was claiming that a new head unit would "bring a lot out of the stock 8"" which is also nonsense since the 8" woofers are driven by external amplifiers.

only if there was EQ/bass boost would it change.
I noticed after switching to my new navi deck that everything sounded a lot better, but there was significantly more EQ control, and options like bass boosting, crossover points, etc.
It didn't really sing though until all those speakers were getting fed by an aftermarket amp.

and you could get the same thing by turning up the bass control on the OE radio.
I'm sure it sounded different, but we could debate from day to night which is "better." the factory head unit has a TON more EQ capability than anything you'll ever find in the aftermarket, but none of it is exposed to the end customer. given the fact that 85% of equalization is dealing with the car itself and not the speakers, I don't see a problem with that.
