Default 09 mustang gt 5sp shifting issue

I have an 09 gt 5sp. When I go to pass a car or put my foot into it and down shift into third, it acts like a missed shift. It is in gear but it takes a second for the car to take off...and help would be greatly appreciated

Does the engine rev when you get on it in 3rd, but you don't go the way you are supposed to? If so it could be your clutch.

No, engine does not rev, its the opposite x. It acts like it does when the traction control kicks in on takeoff

Does it act like that on any other shifts.....especially when shifting enthusiastically?

Only does it when diagnosing
Down shifting! When taking off from a start it shifts fine

There is a TSB for hesitation after cruising steady state that was associated with the fuel pump but I thought that was resolved after the 07 models.

TCS can cause a momentary loss of power going WOT so if it still happens with TCS off, then TCS isn't the cause. I've had those types of issues with TCS and am in the habit of shutting it off unless the roads are slick. Also, the stock tune can cause some drivability issues compared to a custom tune.
