"12 volts" doesn't necessarily mean fully charged. a "fully charged" lead-acid battery (which is what most all cars have) should be around 12.6-12.7 volts. A completely discharged battery will read about 11.6 volts. as Nuke was saying, a battery can read "good" voltage with no load but fall flat on its face when you try to make it power something like a starter. We usually call that a "dead cell." one of the six cells of the battery is weak, but active enough to contribute a few amps to things like lights and electronics. But once you try to draw a few hundred amps by starting the car, it says "NOPE NOPE NOPE NOPE NOPE" and your car does nothing.

Soaked the battery connections in baking soda and water, wire brushed the **** out of the terminals and we're good to go
