I've had this JLT Series 3 CAI for maybe 5 years, and noticed that the bottom of the heat shield was contacting and caused fraying of a hose that I cannot identify. Can anyone tell me what that is/does, and if I should be concerned? Thanks!

That's the lower radiator hose. Just trim the heatshield if it's a concern.

Lower radiator hose? Well the outer jacket is definitely fully penetrated. Should I replace the hose? Might it be affecting the cooling ability for the engine?

The outer jacket isn't a problem but if the heatshield has rubbed into the hose itself, the hose may decide to rupture one fine day and spray coolant everywhere. That, of course, would not be a good thing.
