2006 mustang gt, why it could be slow questions

I been looking at possibly getting another mustang. I drove an 06 gt manual, 109k miles. No smoke or engine noise during start up. The car has a k&n cold air intake, long tube headers and full exhaust. I'm guessing it has no tune because it has engine codes p2195, p2196, p2197 and p2198. No emissions or state inspections here in Oklahoma. When I drove the car this past monday it felt really slow. Slow enough that an 07 vw Fahrenheit with an apr 91 octane tune I had would have smoked it. I read about the drive by wire lag and was thinking that could be an issue also. The car had literally no sit you in the seat power. I was thinking it would've had some.

Do you think it's just needing a tune or would you think there was more wrong with the car?

Long tube headers -- do you have the rear O2 sensors in it? Most don't. So a tune is needed to turn them off or the computer is getting false information and making adjustments based upon that information. That will trigger codes - and the ones you cite all relate to the O2 sensors.

If you do have the O2 sensors installed, then it is likely that the wiring was stretched too much or was touching the long tubes and is burned.

The car is lowered and without a jack I couldn't see any O2's at all.
