Looks just like the magnetic one to me. (link to pic below) Probably same outer material as that just glued on...

Ah, I see.
I wouldn't mind the magnetic blackout panel, but after reading the reviews, I have some concerns. The finish around the faux gas cap isn't perfect and you can see some of the body color around the cap (with white, it'll be more obvious). Another concern is the shrinkage and distortion caused by weather, and that it must be removed when washing the car.
I'm pretty sure Ford's will fit perfectly, won't distort under heat/cold, and won't need to be removed when washing the car. When they said, "tape applique," I assumed Ford used something different.
