Default California Emissions Spec/System on the 2011 V6

Hey guys, I'm looking at a Candy Red/Black Interior '11 V6. It's going to be a dealer trade if I get it on monday. On the sticker it says "California Emissions System" I asked the manager at the dealership if that changes the power at all and he told me no.

I just wanted to verify here if that is true or not..

I don't understand how it does better in emissions if there is nothing sacrificed. Can anyone explain this?

TIA,
Nathan

I googled "422 California Emissions System" and found that it is required on all vehicles sold in several states. It apparently doesn't effect overall performance. One guy had dyno'd his 2011 V6 with this system and got 271 RWHP, then stated that that was in line with what should be expected from all the V6's. We are currently looking for a V6 to do some proto/testing work with so I can't relate any results yet.
