It's a locking rear differential, meaning that both of your rear wheels spin together, rather than just one spinning with the stock "open" differential setup, meaning that only one wheel spins at a time. For instance, if you want to "get on it" with the open (stock) diff. you will do a one wheel burnout, which isn't much fun. With the locking diff. (t-lock), both wheels spin and you can do a two wheel burnout. It also means that with the T-Lock you can grab better off the line which means improved handling and performance. It's really a lot more technical than that, but that's a simple explanation.

That is probably debatable but I will say yes, it is better for snow. It's better if you're trying to get out of it because you can get both wheels to grab instead of just one, but maybe not when you're actually driving on a slick surface. I've never had a problem with mine fishtailing or anything like that. A lot of guys with older Mustangs said that Mustangs suck in the rain and the snow, but I've never had an issue.
