Clock spring and RCM bad?

My horn started going off randomly then almost continously. Cruise control stopped working and then check airbag light came on. (first intermitintly then continuously). Took it to the dealership. Theyre telling me it's the RCM and the clock spring. My research leads me to believe it's the clock spring. Could the RCM also be bad. Would a bad clock spring burnout an RCM? Thanks for the help.

My cruise control and horn stopped working on my Mercury Sable and it was the clock spring. Airbag light also came on.
