That intake won't fit. Not sure what the rest of your question is. If you want to put Cleveand heads on a Windsor block you need a street boss manifold and I am not sure they are still made. Probably are but I can't say for certain.

The Cleveland have different deck heights, coolant routing and port shapes, so interchanging parts is not a simple bolt on.
