How do you adjust headlights on an 05 Mustang?

How do you adjust headlights on an 05 Mustang?
Right headlight needs adjusting. Have Workshop Manual. Goes into great detail about pattern but doesn't show or depict adjusters. All I see is the top tab. Do you have to remove the bumper cover or what? There are usually 2 adjustment screws on most headlights - one for vertical one for horizontal. What am I missing?
