I read somewhere that there is a piece of metal with a hole drilled in it along the intake somewhere that purposely makes the revs hang. They did it to make shifting smoother. This is only for the gt but possibly for other models too.

I think it is tied into the IAC and the tune. It is tuned for emissions and such, when you go full throttle and then close the throttle plate (let off) you get a lot of gas coming in with not much air (for a few seconds) and that would be very rich.
I think it's for emissions, and for shifting it sounds like it would help too.
my 97 loves to hang revs, I don't like gunning it up cause it winds down so slow... lol
my buddy's 72 nova goes from full rpms to idle so quick, carbureted!
