It's the torque converter, the stall refers to its stall speed, which is the appoximate RPM at which the converter will fully engage (it will move before reaching the stall speed but will be slipping). A higher stall speed allows the engine to be at or near it's torque peak for the best accleration. I bet it burns the crap out of the tires

heres how to use it, with the car in drive, hold down the brakes, then with your other foot rev the engine to the stall speed and you wont spin the wheels or move, to launch just let off the brake and bam, get a great launch.
