I don't know man, but there has to be some reason, What if I want to replace my fuel rail, how do I know I will get one with no hole in it? lol

I read somewhere that Ford stopped installing the valves during 2003. I know my '04 doesn't have one (dammit![:@]).

Yes Ford stopped putting it on the Mustangs in mid 03. I just installed the fitting newb2000GT mentions here. It's basically a spacer with a tapped hole to fit the fuel pressure sensor or to be used to tap the fuel line. There is a sensor on the drivers side fuel rail with 2 screws and a vacuum line that you just put the NX adapter under and put longer screws in. It is a quick install and works great although it's a bit pricey. I couldn't figure out where I was supposed to put the damn thing at first till I asked someone who already had one.
