they have a sale on turbonators and used oil filters atm

I've been looking to replace my new oil filter with a used one. If I do how much more HP and torque can I expect to gain? What does the turbonator do to gas milage and is it 50 state legal? Is it better than a dominator?

There's a special with a couple stickers on the oil filters. I believe a dynoed 5-10 hp increase.
As far as turbonators go I've heard 20-30pct mileage increase.
