Default burnt rubber

what is the best way of removing rubber thats like baked onto your car behind the rear wheels without damaging anything?

Well, bug & tar remover works good, but takes alot of elbow grease. I get this stuff through work that is a film cleaner, literally wipes right off, doesnt dammage the clear or paint either!
