cheapest way is naawwwzzzz(LOL). but with that budget, id supercharge it. You will need a little more for tuning and all the gauges and such to compliment the s/c but with like 500-1000 more, itd be a helluva lotta fun and well worth it.
also something to consider how many miles and condition of engine? if you have too many miles, a rebuild with pi heads or engine swap could be up your ally. all depends on the condition of the motor, dont wanna boost one that cant handle it and then need a rebuild anyways.

well buck for buck I would have to say nitrous but it's not constant for around 550 to 600 bucks you can get the zex system 50 - 150 hp. or the supercharger search ebay a few times a week and find a system.
