actually depending on what kind of radar detector you buy,like my cobra one. it picks up emergency vehicles and sometimes it does pick up cops even if they dont have their radar on.I dont know about other states but the older cop cars around here still have the mechanism in the car that can change the lights,which the radar picks up.
