Pulleys on a 4.6L won't make a huge difference because Ford became more aggressive with their pulleys on later models. I say you might get 3rwhp gains from them on a 99+GT. On a 95 or prior 5-8rwhp.

You will need an air impact gun, and a ratchet to loosen the belt tensioner. I have BBK underdrive pulleys, and it took 30-40 min to install 3.

Don't forget you'll need a dampner puller. Make sure you have a good impact gun, or you'll be trying all night to break free the bolts.
