somebody posted this same question a few months ago. You might do a search to find it. But i think the answer was that it is normal and its made that way so you can get out of your car easier.
wow holy crap ford thought of the basic needs and creature comforts with a damn steering wheel. maybe they couldve done that with the fit and finish of the car.

Mine looks like that too. I had to go to the ford dealer a week after I bought it to look at another GT to see if it was the same as mine....and it was. No big deal. The only thing that I was wondering was if anyother 04 GT guys are having their center console trim ring rattle ever so slightly going over bumps. My car is far from quiet, and Im hoping some subframes and a strut tower will tighten up the handling.

they are always gonna be eliptical. Think about it, the parts that go from the steering shaft to the outer wheel are not symmetrical and are off center in the wheel, so there will always be some slight imperfection.

The best way I can explain it is, the column itself is cocked to the left very slightly. It does not come out perfectly straight.
The guys at Ford said its normal.

Look at you wheel from outside the car through the windshiled, you should see the wheels is slightly angled. I don't know how else to explain it, but its normal none-the-less.
