Default Quick Romeo or Windsor question

Okay guys, I have a 96 GT mustang and I have looked through alot of threads about how to identify each engine but it always gives reference to 99 to 04 GTs, So when you are counting for 11 or 13 bolts do you count the bolts that have the ignition wire holders in them also?

I really need some help on this cause I don't want to pay for the wrong PT heads cause they are romeo PI heads.

Well I'm never worked on an engine before but, if we are talking about the long black rectangular panels on each side of the engine I have 11 bolts on the passenger side and my oil fill is on the driver's side.

Would that make it a romeo?

Cause the PI heads I just bought for $250 are 11bolt romeo heads.

I think the windsor has 13 bolts...and romeo has less. Anyways all I know is that 99-mid01 is Windsor, mid01 and up is Romeo. I dunno about the SN-95 style mustangs but I would guess they are Windsor.
