Adjusting E-brake on 96 GT

Adjusting E-brake on 96 GT
I just failed my mass inspection because my e-brake wouldn't hold 1,300 rpm. I looked in my center console at the e-brake but didt't see an ajusting nut. Do I need to remove my center console to adjust the brake?
