How much slack? 4.6's have auto tensioners behind the cover. No you can not adjust the tension without removing the cover. It's just two chains running off of the crank up to the top of the heads. If the chain is loose, the tensioners are worn out. JMO

As GT stated, the tensioners could be worn, or depending on how many miles and the condition of the inside of the motor they mat not be getting enough oil pressure because the feed holes for them aren't that big and could be plugged up with sludge if its really dirty in there. If its got really high miles it could also be a combo of chain stretch, worn guides and/or gears. Unforunately the only real way to check is to remove the cover, a pain in the A** but doable, so you can visually check it out, good luck.

in the process of removing it now, the set is expensive(430 at autozone), the chains themselves are cheap

Check out Sean Hyland Motorsports, IF you need everything in there it comes to about 270.00, good luck.
