Looks like a XENON front lip kit. Visit www.cruizinconcepts.com and just select body kits for the 99-04 stang and scroll down toward the bottom and you will see it.

IF memory serves, that kit is by a German company. Odd, but true I believe. Code3gt may know more about it, because he loves that car.

that front lip is from the early roush stage 1/2 kit, they stoped making that lip even tho i think it looks sweet.
