Are there any other heads than the PI that will fit on a '99 4.6 and make more HP than the PI's without changing anything else?

no. the best you can do is to get your PI heads worked.

Patriot Performance makes heads for the 4.6 stage 2 will add so they say about 35-40 hp

Nobody makes heads for our cars except Ford...the best option for you is to get a set of stock PI heads ported by a reputable shop such as VT Engines or Fox Lake or Modular Powerhouse.

yes your stock heads will go back on after being ported with no modification....you will need new head gaskets and head bolts...you can buy a Ford Racing head changing kit for @ $100 with all that stuff in it.

Yo will gain most likely @ 20hp from P&P's heads but it will allow you to run st 2 cams and LT's and get the most of them.

Either get your stockers ported and polished, or buy some new ones through vt and sell your old heads to a 96-98 gt owner.
