dumb question
when a car company advertises how much horse power a car has is that measured at the crank or to the rear wheeles. i'm pretty sure that it is to the crank but 100%. such as 03-04 cobra 390hp or 260hp for 99-04gt

It is measured at the crank. But in the case of the 03/04 cobras that 390 was rumored to be a little low for insurance reasons. People I have talked to say that they are a little higher like the 400 range somewhere.

Its actually measured at the flywheel... like 03 04 Cobras are advertised at like 390...they dyno about 360 to the wheels which means they have about 420 at the flywheel.. because they were underrated...

Statistically, you can very easily have a 275hp Mustang GT from the factory. The rating is pretty much the guaranteed horsepower your engine will make. If you test drive a few different cars, you would notice this. I drove 5 Mustangs before deciding on the one I bought, just because it felt strongest.
