Drop your tire pressure to 15 pounds, any after market gears, 3;73 or 4;10 will make driving and a good 60 foot a challenge on stock or Drag radials. My DR's turn over once then hook hard and I dump it at 3 grand. Going back to 94 Mustang 2003 you will need to add horsepower to hit 13's as evidenced by your top speed. Just add an aftermarket low restriction exhaust and you will get close but 1/2 second is a lot!
Mustang Fan22 you definately have the horsepower to run 13's traction is an issue for you, driving or drag radials will help.

Thats at least 3 times what you originally said you would spend, 4 times if a shop does the work, but its a good plan and should get you in the 13's.
