No cold air

Anyone have any ideas about this A.C. problem. I have 12 volts at the compresser clutch, but the clutch does not engage. The clutch ohm's out at 3.4 ohms.
Any ideas will be appreciated.

if there is a freon leak ,once it gets below a certain point ,,then the compressor wont even kick on,,,and the voltage is good but impedance is not needed
