Cobra Odometer not working.

Cobra Odometer not working.
Hey guys, got a question.
I think I'll be gettin a cobra tomorrow. It has 89515K miles, 5spd, w/ only exhuast work done.
Only problem is that the odometer isnt working...
He says it just happened and he claims there is only a hundred if that with the odometer not working. I ran the carfax and that would put it at 12,000 miles since December 07, 2004, which was 78,000. So it seems consistant.
I just need to know how hard it is to fix this.
I heard $700 for a replacement panel...or $40 for a new gear.
Anyone ever had this problem?
Oh yah I'm thinkin of offerin $6300 or $6400 as there is also a small dent on the right quarter panel.
any comments on the price would be good to
