Default tubular bumper construction??

so I went to the collision place today to see how my car was doing. The rear bumper was off and the dude brought my attention to some pieces of tubular steel welded and painted in place on both sides. He says he had never seen that in a Mustang before and was curious as hell about it. I was just confused. At first I assumed it was some kind of shotty earlier repair, but he says the car had never been in a major collision before and that the bars look stock...and he's right...they do...but I am still confused...

anyone have comments on this?
