Code3GT made some suggestions, I need to know more details

I Pm'ed him back but I think his time is too valuable to constantly ask him questions and I am grateful he was gracious to respond quickly.
I have a '99 drop top that has a BBK CAI and I just added the RPMOUTLET tuner/4.10's combo they offer. Not much diference on a G-tech type timer. I realize the timer is not a track time but is useful for getting quick data for comparisons. Ran a 14.42 without the tuner and gears at 96mph and ran a 14.5x at 98 mph yesterday. Exact same stretch of road. So I picked up 2 MPH but time was unchanged. I can;'t launch with any typr of brake torque launch so that is probably not helping. I give half throttle for a split sec and then hit it.
1. Mitch suggested I get a JLT CAI. I have never seen one at a vendor, can someone tell me where to get one?
2. He did say to get a 75mmTB/plenum upgrade. I believe the C&L is the best plenum, correct? Would any TB be any better than another, I think not. How about a plenum spacer, will one fit as the C&L has a raised roof?
3. Tires. I am looking at OE Wheels on ebay with 17"x9"/10.5" and 24mm/27mm offsets. Will 275/40's and especially 315/35's fit? I am concerned that the 315's stay under the wheel well and not extend out. At the edge is OK. I have seen this size combo offered on eBay but not sure how they fit. Anyone running these specs?
Then some suspension mods. I am not looking for a track car but rather a balanced ride with some added power, handling/braking and perhaps a little better mileage or at least not a big loss.
If this thread is a bit long I apologize. However I need accurate info from experienced Stang owners. Thanks, mark
PS: When running the 1/4 should I have the traction control on or off? The only time I see the dash light come on is when the tranny shifts from 1-2nd gear. I have been running with it on.

1. Jlttruecoldair.com or just google jlt true cold air. That's where I got mine from.
2. Spacers in general are useless gimics.
3. I have those same specs on my wheels (not pictured in sig) and they look badass. No rubbing up front or anything. You did mention times that you seem to be concerned with so be aware that sticking this much rubber and metal under your wheel wells will slow you down a bit. It's a lot more rotating mass than stock.

Thanks for the assistance. My time is not my main concern as like I said I want a balanced ride, appearance is right up there too and I love the look of wide rubber! Which wheels do you have? mark

fr500's. I bought them from lmperformance.com. For tires I have el cheapos from tire rack. They're sumotomos or something like that. They work fine for me. Good in the rain too.
